Project Focus: Strengthening Community Involvement in CDF Administration
In a bold step towards promoting accountable governance and citizen engagement, AAAZ
hosted a series of capacity-building and stakeholder engagement meetings in Mongu on 13th
and 14th February 2025. The focus of these engagements was to enhance community
participation in the Constituency Development Fund (CDF) process, empowering citizens with
the knowledge and tools they need to contribute meaningfully to decision-making and resource
allocation.

The meetings were preceded by courtesy calls to key policymakers, including the Deputy
Permanent Secretary, Mongu Mayor, District Commissioner, and Council Secretary/Town
Clerk, whose active support for the project was both encouraging and motivating. These
discussions highlighted the urgent need for increased public awareness and transparent
governance practices to ensure that CDF resources are utilized efficiently and reach all citizens
equitably.



The Enhancing Community Participation in CDF Administration project aims to tackle the
challenges of low citizen participation, lack of accountability, and insufficient transparency in
the management of local governance funds. By providing communities with training and
resources, this initiative fosters an environment where ordinary citizens can play an integral role
in shaping the future of their communities.


With strong backing from the Commonwealth Foundation, the project focuses on improving
the absorption rate of CDF resources, ensuring that every community has access to the tools
necessary to hold local government accountable and participate in decision-making processes.
The ultimate goal is to build a foundation of inclusive governance, where transparency,
accountability, and active citizen involvement are the pillars of development in Mongu and
throughout Western Province.
